Paris shootings and explosions: In pictures

France has declared a national state of emergency and tightened borders after at least 128 people were killed in a night of gun and bomb attacks in Paris.
Eighty people were reported killed after gunmen burst into the Bataclan concert hall and took hostages before security forces stormed the hall.
People were shot dead at restaurants and bars at five other sites in Paris. At least 180 people were injured.

These are the deadliest attacks in Europe since the 2004 Madrid bombings.
French President Francois Hollande, visibly shaken, called Friday night's almost simultaneous attacks "a horror" and vowed to wage a "merciless" fight against terrorism.
Paris saw three days of attacks in early January, when Islamist gunmen murdered 18 people after attacking satirical magazine Charlie Hebdo, a Jewish supermarket and a policewoman on patrol.

The attack on the 1,500-seat Bataclan hall was by far the deadliest of Friday night's attacks. Gunmen opened fire on concert-goers watching US rock group Eagles of Death Metal. The event had been sold out.
"At first we thought it was part of the show but we quickly understood," Pierre Janaszak, a radio presenter, told Agence France Presse.

"They didn't stop firing. There was blood everywhere, corpses everywhere. We heard screaming. Everyone was trying to flee."
He said the gunmen took 20 hostages, and he heard one of them tell their captives: "It's the fault of Hollande, it's the fault of your president, he should not have intervened in Syria".
Within an hour, security forces had stormed the concert hall and all four attackers there were dead. Three had blown themselves up and a fourth was shot dead by police.

DR. HELEN KIJO BISIMBA APATA AJALI

Mkurugenzi wa Kituo cha Sheria na Haki za Binadamu(LHRC), Dr. Helen Kijo Bisimba amepata ajali ya gari leo asubuhi katika barabara ya Ali Hassan Mwinyi jijini Dar es salaam.

WANAFUNZI WAKOSA MIKOPO KUSHINDWA KUENDELEA NA ELIMU YA JUU

ZAIDI ya wanafunzi 50,000 watashindwa kuendelea na masomo ya elimu ya juu kutokana na kushindwa kupata mikopo kutoka katika Bodi ya Mikopo ya Elimu ya Juu (HESLB).

Hayo yamebainika ikiwa ni siku tatu tangu HESLB kutoa majina ya wanafunzi waliofanikiwa kupata mikopo kwa mwaka wa masomo 2015/2016, huku idadi kubwa ikiwa haimo katika majina hayo.
Katika mwaka huu wa masomo bodi ya mikopo imeweza kuwapatia mikopo wanafunzi 12,000 pekee sawa na 17.1% ya waombaji zaidi ya 70,000, hivyo kufanya idadi ya wanafunzi waliokosa mikopo kufikia asilimia 82.9 ya waombaji wote.
Wanafunzi waliokosa mikopo ya kuwawezesha kujiunga na elimu ya juu na hivyo wazazi wao kutakiwa kugharamia elimu hiyo wameelezea kusikitishwa na hali hiyo huku wakiitaka serikali kuwaangalia kwa jicho la kipekee kwani hawana uwezo wa kuanza masomo pasipo kufadhiriwa na serikali.
Wanafunzi hao walionekana kukata tamaa ya kutimiza ndoto yao ya kujiunga na elimu ya chuo kikuu, wamefika makao makuu ya bodi hiyo huku wakiongozana na baadhi ya viongozi wa serikali ya wanafunzi kutoka Chuo Kikuu cha Dar es Salaam (UDSM) kutaka kujua hatima yao.
“Nimetokea Tabora, wazazi wangu walinipa Sh. 100,000 ya kutumia wakiamini tunapewa mikopo na serikali, lakini tumenyimwa na hatujui hatima yetu, nimebakiwa na Sh. 6,000, naomba serikali ituhurumie, isikie kilio chetu hatustahili kuteseka hivi,” ameeleza Abdul Omary mwanafunzi mteule UDSM.
Fatuma Bakari, mwanafunzi mwingine kutoka UDSM, amesema: “Siwezi kujiunga na Chuo bila mkopo, tumefika hapa ili kuomba bodi ya mikopo itusaidie hatuna tumaini lolote zaidi ya kuomba Mungu atusaidie tuweze kupata mikopo na kuanza masomo.”
Waziri wa Mikopo serikali ya wanafunzi (Daruso), Shitindi Venance ameeleza kutokukubaliana na majibu waliyopewa na uongozi wa juu wa bodi ya mikopo kwani yanakatisha tamaa na kuzima ndoto za wanafunzi wa masikini kusoma chuo kikuu.
“Hapa UDSM ni wanafunzi 600 tu waliopata mikopo kati ya wanafunzi 7,000 waliopangiwa kuanza masomo, hili ni janga kubwa kwa watoto wa masikini kwani hawawezi kujisajili chuoni wala kupata makazi katika mabweni mpaka walipe ada na wengi wametoka mikoani.
“Tunachukua hatua moja mbele na kuamua kulifuatilia suala hili kwa katibu mkuu wa wizara ya elimu na katibu mkuu wa wizara ya fedha kwa sababu bodi bado wanasisitiza tuwe na subira ilihali muda umeenda na wanafunzi wanateseka” ameeleza Shitindi.
Mkurugenzi wa Habari, Elimu na Mawasiliano wa HESLB, Omega Ngole amewaambia wanahabari waliofika ofisini kwake kuwa bodi haistahili kulaumiwa kwani serikali kupitia wizara ya fedha na wizara ya elimu ndio yenye uwezo wa kutenga kiasi cha fedha kulingana na mahitaji ya wakati husika.
“Lengo la bodi ya mikopo ni kuwawezesha wanafunzi wa vyuo vikuu kusoma kwa ufadhili wa serikali na wala sio kuwakwamisha, tunaendelea kujadiliana na serikali kuona kama itatuongeza fedha ili tuweze kutoa awamu ya pili ya majina ya wanafunzi waliopata mikopo, tunawaomba wanafunzi wavute subira,” anaeleza Ngole
Hata hivyo Ngole amesema hawezi kusema lini watatangaza majina ya awamu ya pili kwani hilo linategemea ni lini serikali itatoa fedha kwa ajili ya wanafunzi wa awam ya pili.
Katika mwaka uliopita wa masomo 2014/2015 serikali ilitoa mikopo kwa wanafunzi 30,000 sawa na 51.7% ya waombaji wote 58,000 na hivyo kufanya waliokosa mikopo kuwa wanafunzi 28,000 sawa na 49% pekee tofauti na mwaka huu ambapo waliokosa wamefikia asilimia 82.9
